Scott Felten is currently a LUCRUM Principal Consultant. He has over twenty years of IT leadership in diverse industries; from global advertising/market research to education, from military weaponry and logistics to retail and eCommerce. Mr. Felten started his career in 1985 with Electronic Data Systems working at a General Motors facility as a COBOL Programmer maintaining their payroll systems.  Since then he has had many roles including; Systems Analyst, Network Administrator/Engineer, Developer, Team Lead, Project Manager, Data Architect, DBA Manager, Director of Development, Vice President of Global IT Systems and most recently Principal Solutions Architect/Practice Manager.

PROFESSIONAL EXPERIENCE

LUCRUM Inc. (Cincinnati -based boutique management consulting firm) 2007-Present

Principal Consultant/Practice Manager (Business Intelligence and Data Management), Cincinnati, OH

Mr. Felten was asked to manage a high profile engagement between LUCRUM and a major retail company that needed guidance around strategic organizational change at the enterprise level, from data and data management through governance to reorganization of IT resources. His role in this engagement was to work with the CIO and senior IT leaders to produce a data strategy and subsequent peripheral strategies including; Master Data Management, Metadata, Business Intelligence and Database Consolidation Strategies. Additionally, as a principal level consultant, Mr. Felten is also tasked with developing and maintaining in-house practices (business intelligence and data management). 

 

“A Major Retail Company” ($70+ billion Fortune 25 retail company) 2007-2008

Strategic Architect, (‘07-’08) – Contracted through LUCRUM Inc.

“A Major Retail Company” experienced explosive growth primarily through M&As which lead to a very brittle data infrastructure and siloed IT group. Mr. Felten was tasked with the development of a data strategy to address these issues. Mr. Felten’s role was Strategic Architect and lead the initiative for both the production of the enterprise wide data strategy and its socialization and impact on existing strategies. Mr. Felten spent about 8 months working with their IT group to both produce the corporate level data strategy and to provide leadership and direction for the development of the master data management, metadata, business intelligence and database consolidation strategies as well.

Ipsos SA ($800+ million global market-research firm headquartered in France) 1998-2007

Global VP of Information Systems, Ipsos ASI (‘05-’07), Cincinnati, OH

Ipsos grew rapidly over the last 10 years by acquisition to be among the top few global market research companies. This growth left the business segmented and engaging global clients with a common experience and consistent level of quality was not achievable. Mr. Felten was tasked to fix a global line of business at the enterprise level. His role in this engagement was 3 fold. First, to lead an envisioning process that helped global business leaders craft a vision that aligned the regions and specialties. Next, lead a process to decrease production time, reduce errors and capitalize the company’s IT investments by creating 12 loosely coupled but highly integrated applications to support this new production infrastructure – which is centered around very complex data. The new production infrastructure incorporated leading technologies including; .Net development, SharePoint integration, web service development, SQL Server 2005, SAS and domain specific language conversions via proprietary conversion engines (which I invented) – major portions were design, developed using SOA principles. Finally, to manage the complete lifecycle of development for all 12 projects with work being completed with 80% outsourced companies on four continents. He also lead an effort to help Ipsos buy a software company, based in Australia, which was vital to the success of the 12 projects and subsequently, the growth of the company.

 

Global Director of Applications Development, Ipsos NA (‘05-Present); Ipsos ASI (‘00-’05), Cincinnati, OH

Mr. Felten relocated and built a 10 person application development group and formed/managed a 3-member DBA team to serve Ipsos North America. One of the major projects he developed during this time was a market research-centric EPR to support revenue growth from $23 million to $100+ million over 5 years. This application streamlined all business processes to support 15%+ annual BU growth without adding operations staff for 5 straight years. The application was developed with Oracle’s integrated development suite (Designer/Forms) running on Oracle versions 8-10. Other highlights include:

  • Personally served as data architect for every imitative, mentoring staff and transitioning skills, passion and process/methodologies.
  • Integrated enterprise data and deployed industry-leading business intelligence system to meet market demands.
  • Retrieved $750K in lost revenue annually and improved scheduling efficiency 83% by instituting project processes.
  • Led rapid development of Web-based tool to land major client; account grew from zero to $40 million in 5 years.
  • Key in rescuing $5 million global contract and adding new sales by adapting Web-based tool for other business units.

 

Senior Applications Developer, Ipsos ASI (‘98-’00), Cincinnati, OH

Created data warehouse and business intelligence systems to convert 30 years of flat files into a comprehensive enterprise research practice serving 500 global researchers.  This application slashed labor cost 70% and process time by 50% giving the business an opportunity to expand new online product offering without hiring additional staff. The BI portion reduced research turn-around time from 2-4 days to less than 10 seconds. Also,

 

  • Trained 20 research staff, improving efficiency and profitability.
  • Socialized importance of an enterprise approach to data which lead to a 7 year sprint in delivering data warehouse, business intelligence and transactional applications which supported sustained rapid growth.

 

Integrated Systems Control ($12 million company acquired by $2 billion Titan Corporation in ‘99) 1997-1998

Senior IT Specialist, Virginia Beach, VA

Developed proposal and won $600K Navy contract to monitor Air Force’s $100 billion global transportation network. Hired/trained 3 developers and employed RAD methodologies to deliver new Oracle data warehouse/business intelligence system in 10 months; created Transportation Metrics Analysis System (TMAS) still in use today This project is projected to cut logistics response time by 1 day, saving 1% on $8 billion military inventory.

 

Bryant & Stratton ($11 million for-profit college system with 30 locations) 1990-1997

IS Director (94-’97); Information Technologist (‘90-’93), Virginia Beach, VA

Served as Director for the Information Systems department for five campuses. He was responsible for all aspects of applications development, database administration as well as network administration. Also,

  • Developed several business intelligence systems that allowed academic leadership to identify issues (grades, finance, trends, behavior, sales).
  • Pioneered the State’s Council for Higher Education for Virginia intuitive for data integration and reporting. This system improved efficiency 93%+ and increased competitiveness by automating state-mandated reporting process.

 

Wells Fargo Alarm Services (security services provider) 1987-1990

Security Representative, Hampton Roads, VA

Developed key relationships with NASA and US Air Force and was instrumental in the design and implementation of PC based security systems and other high technology systems. These systems had to meet stringent specifications as outlined by the Departments of Defense and Energy. Also,

  • Managed P&L; pioneered new business with DOD and DOE, growing revenue from $90K to $1 million in 2½ years.
  • Identified security requirements, designed systems and oversaw marketing and installation.
  • Delivered 31% profit margin (vs. 7% peer average) via comprehensive design, specification and installation process.
